The horses were Cream and Floral Park in 1913 and the brothers were Carl Ganz (Goose) and Roscoe Goose?

Good guess, but in 1913, the Ganz/Goose brothers were jockeys, not trainers (Roscoe Goose rode that year's Kentucky Derby winner, Donerail). The year I was looking at was 1961, when Charles Parke trained winner My Portrait and his brother Ivan Parke trained runner-up Playtime.
